Tarves Community Council
Minutes of meeting held on Tuesday 19th June 2009
In Tarves School at 7.30pm.

 

 

Members Present:
R Davidson (Chair), D Leslie, N Marr, I Massie, D Reville, C Taylor and J Thomson.

Also Present:

AC Cllrs P Johnston, J Loveday, Insp Pratt and two members of the public.

 

Apologies: S Andrew, D Beattie, B McPetrie, N Dougall and AC Councillors J Gifford, A Hendry.

 

Police Report - Craigdam is being monitored for speeding and some issues have been identified which will be adressed in the coming weeks. Insp. Pratt feels that in Formartine CCs are fully representative of their areas. Speeding in Barthol Chapel is to be examined in next few weeks. No motorist identified for accident on Manse Brae – sign and wall damaged.

 

Minutes of Previous Meetings (May 19th and 27th 2009)
Minutes proposed for approval by I Massie and seconded by C Taylor.

 

Barthol Chapel Matters.

CC chair had previously reminded Barthol Chapel residents of funding available from Planning Gain monies – awaiting feedback. New Head Teacher has now been appointed

 

Local Members Report:-

Councillor Loveday reported that he is trying to ascertain when Den of Keithfield entrance is to have verge reinstated.

Planning Reform - CC will not be consulted by AC.

Cairnbrogie Wind Turbines app – may be a site visit and go to FAC later in year.

Friends of Haddo meeting forthcoming Sunday 2pm.

 

Committee Reports – Formartine Partnership – John T reported that there is revised guidance for Formartine in Bloom. Wood at Cuminestown no longer being purchased. Various village enhancement grants approved including Barthol Chapel.

 

Matters Arising (from Minutes)

Conservation Area Boundary - Area Manager responded to query re boundary change suggesting that it was a mistake in the Local Plan. A similar unsatisfactory response was received from Andrew Carruthers. Chair still to write to Chief Executive.

 

Local Plan Development Bids. – Public Consultation meeting was held on 11th June in Tarves School which was reasonably well attended. Members to arrange date to collate responses prior to them being sent to Aberdeenshire Council.

Conservation Area Review – Tarves Heritage are meeting soon and sub committee will be established along with CC members,

 

Matters Outstanding

Prop of Ythsie – No Response received from Robert Gray regarding budget for long term maintenance or repairs.

Streetlights around Square – Work ongoing – Dark green will be finished colour. Tarves Heritage agreed with this.

 

Roads. Paths and Signs

Manse Brae – new sign required following accident damage.

Mackie Avenue – It was noted that the road is now open through to Duthie Webster Road. Need for a speed table beside future playpark also trees to remove. Roads investigating.

Walls around Square - Ian has spoken to local tradesman – awaiting confirmation to see if he would wish to do repairs and give suggestions for improvements. Graeme Steel AC is seeking feedback from TCC. Ian/Paul to liaise – in progress

Shethin – Potholes – Road to be closed for repairs. It is hoped that all work required will be done whilst road is closed. Chair sought a restriction on diverted traffic to avoid lorries going through the Ythsies. Roads disagreed stating no damage was done to road previously when lorries were diverted this way

Tree Road - asking to be looked at again.

Craigdam - Concerns raised previously about the number of lorries using this road. It was noted that some were based in the area and had to use the road and others including numerous tippers could quite easily use an alternative. This is being dealt with.

Kirk brae – pavement breaking up – been inspected – works order may be issued

 

Correspondence

Parking/Crossing in Tarves – letter from resident suggesting realigned pavement at Duthies/increased parking and Pedestrian Crossing. CC to enquire with Roads.

Forestry Commission – Merging Moray and Aberdeenshire district areas.

Grampian Police – info re Police Liaison – enhanced local contact.

A/shire Local Access Forum – meeting on 13th June – too late notice.

Enquire – Special needs for Children – info for notice board.

 

Planning Matters

Estate Office, Mains of Haddo - FPP and LBC for Alteration and Refurbishment – acceptable, support use of double glazing.

Mains of Cairnbrogie Wind Turbines - Craigdam residents group response. Copy of revised response received which was more accurate but still had poor use of English in parts.

Tarves School Ext - Surface water drainage still not agreed, however this is not delaying progress. Work should still commence on schedule.

Apps discussed by members 11/6/09.

The Steading, Craigdam - Reserved matters app for new house - copy of drainage plans – acceptable.

4 Forbes View – Alts and Extension to Dwellinghouse - acceptable

Decision Notices

18 Pringle Ave - Approval with conditions –.

Appeals – Duthie Road – refused - (Housing, Care Home and Business Centre etc), Shethin Bothy – granted - (Removal of condition requiring timber windows).

Dog – fouling in Children’s Play Area – signage to be erected.

Mackie Avenue/Crescent - Landscaped areas need maintenance, grass cut, weeds etc.

Village Orderly – applicants required for Summer post.
