Tarves Community Council
Minutes of meeting held on Tuesday 18th August 2009
In Tarves School at 7.30pm.

 

Members Present:
R Davidson (Chair), B McPetrie, C Taylor and J Thomson.

Also Present:

Inspector Pratt and two members of the public.

 

Apologies: S Andrew, D Beattie, D Leslie, N Marr, I Massie, D Reville, N Dougall and AC Cllrs. 

The fact that a Formartine Area Committee Hearing on Mains of Cairnbrogie Wind Turbines app. had been organized on the same night as our established date was noted. Both Area Manager and FAC Chair are fully aware of TCC dates.

 

Police Report

Inspector Pratt reported that things were quiet in the area with vandalism at a 7 year low. Some motorists had been caught speeding in Craigdam and monitoring would continue; - Barthol Chapel would be surveyed later in year. He also warned of fraudulent letters which were circulating.

Minutes proposed for approval by B McPetrie and seconded by J Thomson.

 

Barthol Chapel Matters.

BCCA AGM to take place next week, hopefully there will be volunteers for Office Bearers. Planning application for new house and Agricultural shed not decided on to date. New Head Teacher has taken office at School.

 

Matters Arising (from Minutes)

Conservation Area Boundary - Chair still to write to Chief Executive.

Conservation Area Review – Tarves Heritage are meeting soon and sub committee will be established along with CC members.

Landscaped Areas/Open Spaces - Chair to write to Landscape Services – Mackie Ave has still not been maintained.

Matters Outstanding

Prop of Ythsie – General lack of responsibility for maintenance or repairs. from anyone at Aberdeenshire Council (who are the leaseholders).

Streetlights around Square - Work now complete – Chair to give thanks to Lighting department for a job well done.

Dog – fouling in Braiklay Park children’s Play Area – signage not yet erected.

 

Roads. Paths and Signs

Walls around Square – It would appear that there is not a Contractor interested in the repair work.

Shethin – work complete – job well done.

Tree Road – Nothing done. Kirk brae – pavement breaking up – Nothing done. Old Aberdeen Road – Bollards need attention.

Braiklay Ave Park – Sign needed to encourage dog owners to be responsible. The current practice of signage on lampposts is ineffective.

Tillycairn, Auchenhuive and Pitmedden junctions require grass cutting to ensure good visibility. Chair to inform Landscape services.

 

Planning Matters

Mackie Avenue – FPP for 12 Dwellinghouses - Issues identified being lack of car parking due to addition of an unnecessary "home zone" and trees. Trees need to be removed from old village boundary before houses are started and energy efficiency should be built into design. Play area needs to be included.

Open Space Consultation – to be discussed further – numerous areas locally not included – Dog walk, Braiklay crossroads etc also no details for Barthol Chapel.

 

AOCB

Village Orderly – Doing a good job.

Amenities Group – Chair to ascertain if volunteers from sub group are insured for using strimmer on local paths. – awaiting response from AC

Possibility of separate Group insurance for path maintenance and other local works being looked into by Amenities member.

Cemeteries (Tarves and Barthol Chapel) Price lists displayed – Chair to ask for their removal.
